As is stated in the licensing lists, Junkers are still ineligible for Military Materials licensing. Any weapons dealings the Congress take part in would have to be outside Bretonia.

I find it unusual to have you representing such a diverse group of transport captains, but I shall process them each in turn.
All Gateway affiliates, as trusted Bretonian shippers, are already licensed for both Military Materials and Trading across the Tau Embargo. Your Freelancer contact will need to provide his at-most neutral reputation with the Gallic forces to qualify for a Tau Trading Licence, but he does qualify for Military Materials Licensing. The GMG captain qualifies for both licences. Fees are 10 million credits per licence per transport to be sent to BPA)Anvil or BPA)Schiehallion[CCD], after which they will be able to transport freely for six months.
