Uh dude, thats not my idea, thats what the admins want at the moment, thats what the tech nerf does doesnt it, thats why freelancers have a nerf on gallic tech, and lib corps have a nerf on kusari tech, ect. And it makes sense people will use tech from their own faction.

Better to have these inforced through game mechanics than rules, and if its shiploss instead of technerf, it means you still CAN do it effectively, it just requires more effort.
