Sigma-13. Big time Sigma-13. At least with New York, the noobs and silent people and idiots are generally in Starfliers. Once they reach Sigma-13 though, they're in trains and capital ships of all sorts.

angels are needed only in starting place. Admins can teleport anywhere they feel like anyway so it doesnt really matter

I went with Sigma-13. New York has issues, but it's a lot easier to overlook someone saying "hi everyone Im new:)" than a lot of that Sigma-13 chaos. I've also had a lot of interesting experiences in NY, so it's not all bad.
Gamma can have a ton of bad at times, but there seems to be a lot of good other times.
