Hmmm, from my perspective, I could see the Hogosha on the friendlier side of neutral. They're legal enough from the Kusari point of view, and both groups aren't too fond of the Outcasts. But in most cases, the two groups' interests don't intersect to an especially high degree.

The GMG are sworn enemies of the Hogosha, and are friendly with possibilities of an alliance with the IMG. This alone should put them at neutral, if not on the unfriendlier side, in my opinion.

Well, they are friends, so I would never see a friendly-neutral thing happening.
But, I have to say, if that kind of stance is adopted, an alliance between the guilds would be difficult. If we ever became allies (which we were/are seriously considering in the GMG) your relationship with the Hogosha would dip into unfriendly.

Maybe, I think the GMG dislike the Hogosha more than the Hogosha dislike the GMG though.
The Hogosha stole GMG's artifact business, it's understandable.
