Our strategic department has been quite occupied as of late with the conflict and the strike against the Ageira construction site attempting to connect Sigma-21 and Honshu has been well delayed after the efforts of our Federal forces. But we're not going to be sitting on our arses waiting for the next attempt to come along.

Quite some time ago I had a meeting with Mr Yoshida, his offer was to allow docking and servicing to our vessels on board Lane Hacker stations. While I'm cautious of it myself, I'm sure the professorship might be able to understand its circumstance when it comes to agency vessels. But... And its a substantial 'but'. The conflict in the Sigma regions may begin to promote a further diversion of Naval Forces in other areas and strengthen the forward positions.

Our strategic think-tank has concluded that some action distant regions can cause some distress in the Naval Forces. While we do have some agenda against the military forces in Kusari as we hope to ensure that a GMG-Kusari victory doesn't secure closure of the Sigma systems. A result of which would be quite drastic to not only our foreign influence within the area and to the Maltese a strangled grip on their Cardamine traffic.

As such, I'm hoping to open operations based on Leiden for raiding groups against Naval forces within the Shikoku systems. This may include a Gunship detachment, bomber and fighter wings from our Marinekommando for covert insertion with hit and run operations. While this could be a joint venture, we'd rather not start causing suspicion from the Liberty border, we're capable of intruding and escaping without sight but a public view of mutual assistance might cause something of a controversy. But what constraint that we can put on the Naval forces and local police, I'm sure that you can exploit what little response both local and foreign traders will expect from piracy attempts.

Just a suggestion, one that I hope you'd hear out on.

It is a shame that your not exploiting my judgment and foresight which once again would have served you well. If you heeded to my advice earlier, you might have gained a tactical advantage over the Kusarians by now.

My offer, Mr Enfield, still stands. There are, however, some things we need to sort out first.

  1. All your operations out of Leiden will not target commercial shipping. This is for us to plunder and exploit.

  2. Your men will not actively attack Hogosha ships. They do business with us and we would prefer to keep it that way. Of course, if you are attacked first, your men have the right in self-defense.

  3. Rheinland engines are notorious for consuming too much fuel. And your operations will similarly consume much ammunition. Your ships will require repairs. All of those things require resources and unfortunately in Liberty's Underworld these cannot be easily attained. Of course there are ways to alleviate the pressure. BDM supply ships can bring all the necessary commodities. Otherwise you can send us a monthly payment and we will ensure that our smugglers bring everything you men need.

    That does not include recreational activities. As your privileged hosts, we will ensure your men stay happy after a long day of raiding. Free of charge.

Finally, I would trust in the discretion of your men. Our home is cleverly hidden within the Komatsu Dark Matter Cloud so it would be easy for your ships to avoid being followed. Things are quiet around here and we'd prefer them to stay this way, Mr Enfield.

I have to remind you that our external operations fleets are not as numerous and/or possibly comparable to the size of your own, please note that I can not spread my forces too thinly. We have a number of areas that are within interest and deployment of forces in several systems are only finite in choice, especially with the distance of Leiden.

Do not worry about engine fuel shortages, our vessels are made to adapt to the economic demands of the area if the need arises. Although we will be bringing a number of fuel supplies over that should last us a month or two depending on active operation rates as we're not seeking passive patrols within the area. Munition supplies will also be in demand and as such we will also deposit a number of warheads and armaments on the station, a secure depot section would be appreciated for this storage. Although please note that due to our policy on our current fuel, we must restrict access to these supplies via our own security. But I do feel inclined to send over a fee to cover the costs of this storage, space comes at a privilege when you don't have vast depots at your disposal.

And not to worry Yoshida, my agents aren't the partying type to bring unwanted guests upon your front door. They have the skills and resources to keep their trails invisible. I just hope as information brokers, someone on your side doesn't mix up what intel goes out to customers, we too like our discretion.
