I don't think you have to worry about it being canon, but I'd suggest you try to advise with positive reinforcement rather than saying "This is bad". Try to make it work with changes. People tend to have more fun learning what they can do rather than being told what they can't do.

It is bad. The only way he's going to learn is if he's given an honest and on-the-nose reaction to what just blurted through the last four pages. Sugar-coating this won't help, it's just your way of trying to be nice while actually facilitating the perpetuation of the exact problem. Which if you've forgotten is the fact that this is just obnoxious.
He was given links and kind requests to go through the rules and try to feel his way around, which he met with bravado and more blurting. So at this point I'm going to tear the Band-Aid off while you encourage this behavior.

I think your definition of help is closer to "RTFM"

Even a "poor" attempt at RP is at least an attempt at RP which is better than the alternate, the blindly shooting everything in sight noobs of old times.

Still more helpful towards newbies than most of my contributions in this community.

The issue here isn't (just) with the quality or existence of the attempt, but (also) the attitude towards criticism. Nobody expects new folks to know everything and be skilled like mad right at the beginning, just to make sure there is still room and intent for improvement. That's not what I experienced from this guy so far.
