I would give every House a war against another house.
I would not allow players to veto development, like "we do not want a war there, we want..."
I would put "Disco reality" below "Attractive Gameplay", so if a war was needed, reasons would have to be found to somehow make it plausible - not the other way round.

Gallia gets defeated because they are fighting at too many fronts.
The last battle in the Gallic-NATO war would be the siege of Planet New-London.
Liberty gets partly defeated with a Gallic BS is stationed at the California Gate in NY and a Gallic BS at the NY gate in Colorado.
Rheinland defeats all enemies in their territory and building up much better relationships with Bretonia and Liberty. Also they are fighting for Kusari in their civil war, winning it and crushing the Exiles.
Everything would be more expensive because all factions are at war and losing ground and with it resources.
The last hit against the Gauls in Gallia/upper Taus is with a combined force of Outcasts and Rheinlanders helping the Council and the Crayters to defeat the Gauls.
Corsairs will gain ground and becoming again a feared empire within the Omegas.
Red Hessian ships and tech gets merged with the Coalition one, they gain enough strength to become another feared strength within the Omegas.
The Corsairs will become "allies" of Liberty and Kusari and the Outcasts become "allies" of Bretonia and fighting their war within these territories.
The Core, Order and the Zoners defeat together the Nomads again. They are retreating into the Dyson Sphere where they will find a new threat for Sirius:
the Daam K'Vosh, with bigger and more powerful ships all people ever saw (except for the nomands ofc).
The Crayter Republic wants more space and going into war with the TAZ for Baffin.
The Mollies get Dublin, the Rogues take Alberta and Ontario. Also they invent their own Battleship.
--> Yes, that list is not in order, but that is what I would do.

And all of a sudden Gallia changed it's mind and decided to leave sirius forever never to be seen or heard from again.
Kusari decided it didn't like Rheinland anymore and began to shoot at it.
Bretonia got tired of Liberty copying it's language. So they attacked them.
Outcasts and Corsairs moved their planets into the same system to make shooting each other easier.
All factions suddenly ceased making custom thrusters and began trying to repopulate sirius.

I'd disband the entire storydev team, eliminating a concept of storydev as such and let the main RP playerbase, i.e. Official Factions, make the lore of their own game. Afterwards... Let's see how it goes.

Most simple ,Nomad Dyson Sphere has been crapped on theri homesystems are not safe for their husk ,freeport 11 has been giving nomads really hard time also lose of influence in Kappa (since in vanilla ONLY nomad assassins are present) ..So my story line would go lile
-Rheinland imperial party wins with INFECTED EMPEOR who is actually wilde, soon all Bundestag becomes wilde and accepts marduks back to Rheinland , prepare for war against Liberty ,or simply darklings .Unioners tag along.
-National Concil gets overpowered by nomad influence ,Commune does coup d etat ,takes over Maltan leadership to join Nomad-OC-Rheinland Alliance of Light. which will eventually include GC and all under the influence of cardamine or the Outcast .
-Nomads enforce Rheinland to start Dyson sphere project - if one human could get that much solar energy would probably be in advance comparing to other houses. Communist threat gets defeated by losing entire red hessian population
-Invasion of Delta and Kappa to keep public attention away from Rheinland who is morphing into human infected fleet.(means more events like we had not long ago in delta like humanity vs Nomads ,ish tar npc..) .Resault of this would be fall of Freeport-11 ,keeping pulic attention away from Rheinland giving it more time to become mindshare operational .In which Rheinland would sucsseed ,also making Dresden into another nomad Dyson system guarded by infected and nomads..
-Non will be awared of what is going on in Rheinland for 2 years due to nomad presure in omicrons ,and wars with Galia in border world. Until Rheinland turns nomadish again. After making Rheinland nomad-operational ,Alliance of Light with the Outcast and mindshare is published ,all borders are closed ,foregin influence infected or exterminated.
-Nomad war Alliance of Light (oc nom rhein) vs Darklings
-Gigant gate at Omicron Major is Opened ,Dom'Kavash has returned to omicron major in forms of Guardian fighters (models from crossfire) which is giving nomads incressed agression and activicy ,also fleet that has been "sleeping" in major is fully awaken and under command of their supreme creator who wants to regain their former Empire by using ,Alliance of Light ,hoping they can bring everyone to fold , main masterminds behind all this afair.
-Morph suncrusher is operational due to Dom'Kavash presence ,and its sent to destroy Omega-52 ,and posibly shut down Coalition . That would be first serious act of war that will include Alliance of Light (nomads with few dom kavash units present ,outcast lead by Commune infected representative ,Rheinland -emperor infected representative) .
-Remaining humans will soon start to forget their differences after seeing,hearing or being informed about Coalition catashrophy and nomad super weapon is not just a legend from the past ,they seek to unite and stand against incoming threat - Alliance of Light
-Only way Alliance of Light may agree to (temporary) peace is posible for house who will donate young fresh lives to fill the army of light. (ok this is bit extreme even for nomads)
-Dom Kavash presence will remain UNKOWN AND STRICTLY IN OMICRON MAJOR so unless humans start following freelancer vanila destiny ,and defeat Alliance Of Light ,they may yet again march on Omicron Major ,and then maybe they will see what nomad creators look like (since original lore never showed us anything i think its leggit for this game to end with them,since it started with their artifact) ,but that is ONLY if humans stand strong to repel incoming attacks and strike back .
-Who will end up victorious is UP to YOU to decide ...
OORP = Excuse me if my imagination goes bit extreme or too far with noms ,nomads are one love of freealncer to me and oc <3 ...This is one incomplete idea i have ,how would i like disco story line to go from today . I hope i didnt make u all bored reading my post ! HF

Pay attention to what actually happening between factions on the forums and in-game and build the story around that dynamically.
