When I created the concept, Scidata was never meant to acquire pvp orientated items with the exception of the NEMP launcher and the manticore guns that were a clone of existing maxims and magma hammers with unique effects and were less usable than their originals.
It was meant to acquire cosmetic contrails, engines and the jumphole generators that would begin new events. In the future, it would have given temporary non-pvp bonuses for mining and even POB improvements in terms of visuals and new models. The price inflation for the scidata is due to the player market and players trying to stockpile the commodity in the hope for new more useful items appearing on sale.

Originally, the scidata would be used for players roleplaying shipyard who would apply the data rewards to a ship for the unique effects and engines, and then sell it to other players. Or take a player's request for a specific ship they wished said effects to be applied on and then ''build'' the ship for said commissioner. It was, of course, never done due to the price of the data.

Ideally the commodity needs to be given a three month decay period where it is removed from the server environment if not spent.

I have to stop coming to threads just to quote this dragon.

This has popped up a few times in recent years with the staff explicitly stating it's not allowed.

And I'm asking for proof because I never saw anyone say it's against the rules, in fact some staff members purchase credits with real cash. If people make more money doing their job than the hours they'd have to invest in earning credits on Discovery, it's more worth it for them to buy credits with RL cash. Besides, it removes some of the cash from someone who was stockpiling it and helps the economy out by being a minor moneysink. I'm not convinced that it's such a horrible thing that should be bannable.

This sort of thing happens between friends. Do not talk about such things on the forum, do not advertise of such things on the discord or elsewhere. And if you are foolish to buy/sell pixel credits for your heard earned money and get scammed for it, you will not get any help from the staff.

Simple as.

This, +1

I have no problem with people buying credits with RL money. I enquired about this many years ago and was told by a few people, including a staff member, that it's not allowed by the rules, hence why I stated that.

With coming changes, this may not need to happen at all. If not, however, some sort of decay period may be implemented.
