Personally, I would like to see policemen deciding individually which side they aid. If I recall correctly, the current government still is the Federalists. The police factions in Discovery usually represent the interest of their respective government. Thus, if I'm correct, RFP should officially aid the Federalists. It depends on the individual policeman whether they want to operate in the interest of the Federal government, which by the way happened to underpay them in the past.

The MND, now Federalist, restart is on Planet New Berlin, where everything is now hostile. The Wraith Rheinland VHF is sold only on RM bases, which are now hostile, Wild bases, which are hostile, and some Bundschuh base in Puerto Rico, which despite the fact Bundschuh and MND are now supposed to be on the same team, belongs to a faction that is hostile.
The way this has been implemented is that Rheinland's intelligence faction is now hostile to its own house in an overnight change. It can't buy Wraiths, Bergelmirs, the Rheinland Battleship that it has just supposed to have been given access to, or the Rheinland Carrier, which the post doesn't say it can use but according to the ID can, which is unclear and confusing. It can fortunately buy buy the Phantom, Sleipnir, Fafnir (though why would you), Cruiser, Gunboat and Battlecruiser on its own random, out there bases that it has to fly through a hostile house to get to.
This has not been thought through.
