That was to make it harder to get (which it did... slightly), as well as often place some sort of additional restrictions (ZoI, generally) on the Guard IDs.

The Outcast ID doesn't lose anything compared to the Pirate ID, nor is it any harder to get (other than having to go to Alpha, maybe).

Reading through this thread, I'm starting to think that there is not much sense in independent pirates using gunboats, e.g. Rouges selling their gunboat (which is a warship I believe) to someone who is not willing to obey their leaders and who is not going to share the profit with them. I would rather see them using civilian fighter, bombers and transports. I have met pirates in heavy armed civilian transports pirating successfully. I believe it is much easier for a freelancer pirate to get his hands on a transport than acquiring a little warship from some secret shipyard.
Probably the same can be said about any mercenaries or freelancers gunboating around.

Honestly? Independant pirate, in a ship that has a crew of at least as many guns on the ship. I agree its not very logical, and i however ALSO think this would not help. what we need to do is find a better way to make gunships/gb. OC tridentes in NY with pirate ID IS becoming far too common, hell ive even seen indie pirates in unioneer gb and hathor even. What we need is a better indie pirate id, without GB, AND another one that requires you to stay in the ZOI of the ship you are in, say OC stays in taus omegas and other OC ZOI. Would cut down on the lolboats in liberty methinks.

Well, newsflash, but it won't solve anything. It's not the ship, it's the player behind it. You can be an ******* in anything from Arrow to Zoner Juggernaut.

The Pirate ID is used because it has an almost unlimited ZoI.
