Context: As a Magistrate of this Court I am biased to this case, I will just present it to the Court.
*sigh* There's not much to present. This man opened fire on me, I demand his death by execution within next 24 hours. Not a warning, nor response to my hails later, not an angry message towards my comms after he failed to destroy me. Nothing.
With this I am again pleading the council of Elders to reinstate the Capital Ship Registry as these things seem to happen left and right. [/b]

We couldn't even announce our judgment we received a report a dysfunction of the time-space continuum.
The Council of Elders was about to announce as punishment a seize of all possessions of the commander of the Ninotaurus and Tripoli shipyard reported the said commander was already stripped and brushing the local WC for having an enough good pay to buy a ticket to Crete.
The Council of Elders, with the recent events, announce this case closed and the Magistrate Ivan back to his functions.

I'll address the Court for the last time today Hermanos.
I'm stepping down from a Magistrate position.
Do not take this as a sign of treason, take it as a sign of a veteran tired of charades.
I am sad that not even the youngest members of the council of elders, those that were sent in their shieldless titans to survive while I was defending Cadiz from Hessians, have failed to respond to my last report.
I am not upset that the two cruisers weren't punished. As far as I'm concerned, seeing those ships decommissioned 20 clicks from Cadiz was a good punishment, but lack of responses from any elder is... if nothing.. Insulting to a Corsair of my statue.
Perhaps one day, when Corsairs are ready for the Court, it will rise again and work in our honor. But until then, if things will remain as they do, I urge you to shut it down and avoid spending resources on it.
I will relocate back to Cadiz, where I am certainly more needed than here, where my skills and my crew rusts pushing papers and getting drunk at bars, living on old plunder, sharing stories with the young ones about omegas as they were.

Don't get me wrong, I won't stop persecuting rotten Corsairs, I just won't do it as a Magistrate.
The fact that it took my resignation for the Court Elders to respond at the message, I see that the nation isn't ready for an actual Court as opposed to elders just approving someone's destruction.

Honorable Hermandos,
I was taking some Food Supplies from Planet Gran Canaria
to Planet Crete. Just a small token of good will, and thanks
for the Artifact run. It's netted me quite a fair share of
credits. In Omega 47 Sails.Toro-Bravo stopped me. I
hailed him and thanked him for his escort to Crete. He
demanded to know why I had Blood Diamonds in my hold.
I was certain that I didn't have any, but I humored him and
looked in my hold. No Blood Diamonds. I tell him so and
jump to Omega 41, to continue keep on schedule. Food is
perishable you know.
Toro jumped with me, and disrupted my ship. He demanded
again that I drop the Blood Diamonds. Again I mentioned
I had food for Crete, not Diamonds, of any color. He
opened fire on me, I returned fire but was unable to
sufficiently defend myself. He demanded that I pay for a
re-painting job for his ship. I told him that I would do no
such thing, and that I would be continuing to Crete.
At this point 2 other Sails showed up and destroyed my
vessel. I was lucky to escape and the Zoners from Freeport
5 picked me up and patched me up.
Now the way I see it is, I have no reason to bring you food
if I'm going to get harrassed for doing so. Ship repairs
are expensive you know. I would like to see this problem
addressed by this Court, before I bring my ship near
Omicron Gamma again. This is why I mentioned Rule #11.
Their act of piracy has harmed the Artifact Trade.
