I have found that unless your friends with whoever your requesting tech or ships from.......you aint getting it.
Example : New Player i request cool gun 1 from you sir.. Leader: Denied go away.
: 2nd Player (hes in your faction) but friends with said Leader : i request cool gun 1 : Leader :Hi mate how many do you want.
Therefore i never get anything. This crap needs to stop.

People that ask for things with enough RP behind it get it, ive sen it.
Just cause people don't give you things doesn't mean it's a conspiracy, or buddy buddy within factions.
Perhaps it's the fact that the guys in the same faction knows each other better, and therefor knows that they can use it properly?
I don't know, but that's how I see it.
