The tech requests are a symptom of the overly restrictive tech chart. I vote no to this proposal, as it would turn asking for tech into even more of a chore.
If a thread becomes buried in the communications channel, the OP need only PM the relevant groups with a polite "Hey, I posted this here. Not sure if you saw it"

Yeah bumping the thread ain't that hard.
When I make a tech request, it generally involves being nice to the faction (or offering to do a specific task) before asking for stuff. A tech request sub forum would sorta kill that.
