As an Officer in the LPI I'm open to roleplay on why they are carrying the cargo and the like, however as a police officer I do my job: which for smugglers is the elimination of contraband against Liberty Law. The use of force is always the last resort, and the use FR5's are clearly only for extreme circumstances in my opinion: For those smugglers who are not only breaking the law but are outwardly hostile or confrontational.

In Liberty, if a smuggler stops (which is rare, majority of smugglers don't RP at all), then I politely ask them to jettison cargo, destroy it/take it to the nearest LPI Base, and maybe issue a fine. If somebody does RP and jettison the cargo, I let them go without any fine whatsoever. They can next time try a different route and hell, even maybe try with a bunch of friends a organised journey to smuggle:)There are alot of ways smuggling can take place successfully.

However FR5's is a bit too far unless they are, as above, outwardly confrontational. The same rules apply for the use of force. I think constant FR5's regardless if used only for extreme circumstances won't digress the admin's from their more important duties, which is in everyone's interests;)
