Guys,lets stop mixing topics.IF you interesting talk about this - lets do new topic, but i think NOBODY NEVER DELETE BS from pirate factions,because q_q...a lot of players.
Even if this will be against normal RP,or against balance game.
Now problem with caps can be finished with 1 step - left caps (BS,cruisers) only in quasi-legal factions such as Order,Council and illegal - Nomads. Pirate factions cant build such type of ships. And pirating will be normal > GB and bombers. All will be balanced.
