From my PoV Sol level of tech is a bit lower but comparable then the current Sirius tech level. Sirius ships should not be a much better then their best Sol contraparts, also the lore mentions that all the caps are quite old, they got updated and refurbished constantly but they still use the quite old main systems.
Indeed there was a lot of time between them but you must take into account the fact that Sirius was new beginning,even with a lot of Sol knowledge when you are loosing a war you have not all the resources when you evacuate so you can count on that wast part of the knowledge is lost together with the whole infrastructure.
Real life example would be that all of the rockets that shot sat elites in orbit nowadays is Nazi technology.

I asked me the same question about Liberty. How did they finance all those military and police bases in: Alaska, Ontario, Virginia, Minnesota, New Hampshire, Quebec, Ellesmere, Illinois, Alberta, Yukon and in the core systems? Isn't that a little bit to much?
Liberty have 10 times more installations than Rheinland. Where did all the money come from?
Liberty has had already enough. The devs could make some improvements in Rheinland now and should not focus all their modding power on the Liberty house.
Why Rheinland dont have modern ships? Is it to hard to construct a new modern Rheinland design?

Liberty is the trading hub of Sirius right now. Bretonia trades with them, Kusari trades with them, even Rheinland traded with them up until now. They have easy access to extremely valuable minerals, they have hyper-inhabitable planets (New Berlin, eat your heart out. How's that freezing bitter cold?), and they're, overall, the central point between all of the houses.

Rheinland doesn't have modern ships because they're literally up to their eyeballs in debt. They lost the majority of their fleet to the GMG, they're at war with Liberty, and essentially Bretonia too, they ousted Interspace Commerce, the SUPER GIANT of ALL economy in Sirius, and they won't allow other outside trading groups to help their economy flow. They're throwing away ships in a war against Liberty, who HAS the funding, who HAS the economy, who HAS the financial backing. Who does Rheinland have? Kusari? I bet it's fun having your only trading partner bottle-necked by pirates. Why bother sitting at the other lanes when Liberty nor Bretonia trade with you? Lets sit anywhere leading to Kusari!
Rheinland is in the shit because of their own stupidity. How can you have new, high tech ships if you literally have no money to pay your workers? No money to buy the expensive, high-tech materials from other houses? No one willing to trade you said materials?
