The N-KA has a specific proposal for improving our economy, Our economy depends large scale on foreign trade and trade with foreigners.
In the legal codex is stated under law 8.7

Quote:8.7 Bases owned and operated by foreign groups without ownership of an existing permanent base, are welcome to establish themselves in the following locations on the same plane as other bases:
In the vicinity of Deshima Station, Shikoku system.
In the vicinity of Narita Station, New Tokyo System.
Honshu sustem, in the area bounded by the following tradelanes: Planet Honshu -> Akita Border Station; Akita Border Station -> Aomori Station; Aomori Station -> Planet Honshu.

The N-KA proposes to extend this list with places where foreign corporations would be able to place their base. In special we'd like to get the system of Kyushu more attractive to foreign corporations. Where exactly has not been discussed yet but we're open for all suggestions.

My dear colleague Hatoyama-shi. You proposal is interesting, and it true that Kusari should create more spaces for business to grow and our economy to expand.
I second the motion proposed, and add our own suggestion of adding sectors of Oita system for the development of new industries, as the system is still very undeveloped by the main keiretsu.

Konnichiwa members of the parliament.

I'd like to state 2 items this time. The Kusarian nationalists would like to see the other members voting on the proposal for new foreign trade. The other item is one about our well known section nine.

We thank the democratic party of Kusari for already putting forward there votes and even additions. Though we'd like to see the other members of this parliament voting on this motion.

Secondly we've had report of agents of Section Nine that denied to assist our civilians in danger, and not only civilians according to the report of Seno) Technologies. They would have also refused to assist another law enforcer wich was assaulted by blood dragons. We can NOT let this happen, we've lost several civilians and almost the whole crew of the battlecruiser under the states command due to the unefficiency of section nine.

Before putting forward a motion we'd like to hear the opinion of other parties.

Ladies and gentlemen of the Grand Asssembly.

***The early middle-aged Kusarian with black hair took the chance to speak up.***

My name is Minomaya Irosoku and I speak as Kyushu Independence Party representative.

This is a fact. Kusari is in state of civil war. A civil war during which we have to clash New Order with Old Traditions, and that is not fiction. True, we have been to civil war since Great Schism, during which Hideyoshi Reign was deposed. True, up to this day we fight against descendants of his guards, now a mere terror group.

But there is way worse and bigger truth: we also fight against the Imperial Forces, which stayed strong and loyal to the Emperor of Nara. The new Emperor, replacing our former Majesty Kogen, perhaps with more liberal views - maybe, MAYBE seeing a chance for co-existence between Imperial and Republican ideologies and values.

The changes we made to our beloved nation were too fast and too hasty. It is not a mystery here, is it?

***The Kusarian cleared his throat at the people behind him - supposedly from his party - which shared the muttered comments.***

I will keep it short, Grand Assembly's members, members of our Glorious Nation of Kusari. Is that war between our brethen even worth it? Cannot it be resolved in a peaceful way? That is question to our safekeepers and guardians, Naval Forces. If it was for me, I would point out proposal of negotiation between Exiled Imperials... and us. We are not different from them, despite both of us going separate ways. They are not terrorists, but loyalists to the old cause. And, some of you, seems to ignore that fact.

***The remark was boo-ed by the leftists and liberal wings, although the latter had been poor with these.***

We have to ask ourselves one simple question.

That honorable delegate is definitely correct when he makes a parallel with Blood Dragons.

Both Imperials and Blood Dragons are very skilled warriors. Both groups are composed of people who swore to serve a cause, materialized by the will to seize power and control over Kusari population.
While Imperials are partly composed of former members of the Naval Forces, it does not make them any better than Blood Dragons, however. Their master cares only about getting back on the golden throne. If some of the people he claims to serve are between him and that goal, he has no remorse to slain them. We believe the vicious attack targeting Battleship Nagumo in Kyushu system is a perfect demonstration of that fact.

The most honorable delegate Minomaya Irosoku obviously has no issues with letting others fight against Blood Dragons so that Kyushu can remain a key food production asset for Samura Keiretsu. They are after all "a mere terror group".
Granted, Imperial forces just want to claim back the power that once was theirs, and are ready to kill for that goal. It is totally different, is it not, honorable delegates?

They are ready to weaken Kusari further by targeting its warrior caste, which bravely saved our noble House from the turmoil that caused Emperor Kogen obsession to seize Seto -Leeds as Bretonians call it- system. Do I need to remind this assembly how many military assets were moved to the Bretonia front-line right before the Tau disaster? And how few were left to protect Kusari population from our House domestic threats? Who were the ones remaining in Kusari to protect its population, undermanned and under-equipped?

You dare rise before this assembly, honorable delegate Minomaya Irosoku, and imply Imperial Naval Forces have nothing to feel guilty of? They should be asking themselves why the noble House of Kusari was forced to accept a humiliating treaty with the House of Gallia. They should ask themselves why they keep serving a master who cares more about his lost position than the lives of the ones he calls his subjects.

I understand your desire to come to a peaceful solution regarding Imperial remnants. Yet, I will have to point out the Republic never forbade Kogen forces to come back to Kusari. They decided to stay and keep fighting the Gauls.
Kogen Jien could have returned to Kusari. He could even have kept his title - without its associated power, of course.

The same goes for Imperial Naval Forces personnel. They could simply have returned. Peacefully. They could have integrated back our society.
It's not like Naval Forces were not in need of skilled personnel to protect Kusari.

What did they do instead? They wielded their weapons and marched against our Republic.
I will let the honorable members of this assembly come to their own conclusions regarding this behavior...

It was your typical busy day in the Diet.

Floor was currently given to a member of the Democratic Party of Kusari, busy discoursing on the environmental issues that were on the rise in Hokkaido system, following the increasing scale of Samura Keiretsu's mining operations in Shiden Cloud. The fine representative was not that far from concluding his speech when he was abruptly interrupted by a powerful voice :

"Is this what the members of this assembly are wasting their time on? It is not surprising to see how much House Kusari has declined since the ruling of the Council of the rising suns, when you see how inconsequential, out of touch with the reality, and yes.. How spineless the elected members of this assembly are!"

That bold statement caused an outcry which lasted during several minutes, despite the chairman valiant efforts to restore calm in the room. The representative who interrupted the speech was taken to task by a fair part of the assembly, but stoically ignored any single one of them as he was staring at the podium and the chairman, his arms crossed in an expression of displeasure, while several members around him, seemingly all belonging to the now aged Sunrise Party, were vehemently defending him from his detractors.

It took fifteen minutes until a semblance of calm would be achieved in the room, and such a feat could only be performed by agreeing to give the floor to Sunrise Party before the end of the session, as its members would not let the debates continue without it.

When floor was given, the man who caused this uproar raised and resolutely walked to the podium while murmurs filled the room, amplifying despite the chairman calls for quietness. Everyone recognized the man now; the charismatic former Admiral Omura Yoshitake, one of the few renowned Seto war veterans. He was one of the pillars of the old Sunrise party and generally held in high esteem within what some would define as the Warriors caste.

Mr. Omura took place behind the podium and stared at the members of the Diet, attempting to look into the eyes of any single on them, until silence who fill the air.
He then violently banged his fist on the podium as a display of his extreme displeasure.
"Can somebody explain this to me? There is a fleet that took its quarters in Kyushu system, its leader willing to seize control over Kusari. There is concerning troubles arising on planet Kyushu, that is vital for both our economy and our alimentary security. There is a campaign going on in galactic north to take Nagano system from the rightful control of House Kusari. There is endemic trespassing of our borders by the scum from House Liberty; scum like those Rogues, those Lane Hackers or those Xenos. There is bold claims coming from the Gas Miner Guild in the Sigmas, stating House Kusari can not have any say in what is occurring there; GMG unilaterally deciding whatever territory or resources would be found in the Sigmas would be theirs, and still neglecting to forge a new treaty with the Republic, after having declared Aomori treaty as void!"

He made a pause, staring unkindly at the representatives of the assembly. The silence was palpable, suddenly.
"Just like these violation of our space by Liberty Security Forces months ago; people step on our toes, noticing how powerless and weak our House became! Because people like you waste their time discussing on trivial matters instead of agreeing on the decisions that may be difficult to take, but necessary!" then shouted Mr. Omura.

That tirade caused yet another uproar that Mr. Omura stoically spent staring at the assembly in silence, until it would die on its own.
"No. It's not surprising the people of our Great House lost faith in their leaders, and are willing to divide Kusari further until our enemies can effortlessly sweep the remains of what once was the Great House of Kusari. Therefore, I can only demand the Diet to face reality, and its responsibilities, or to agree on its incompetence and be dissolved, so that more suited leaders can be elected."

Murmurs filled the air. The chairman, quite taken aback by this peculiar statement that almost looked like an ultimatum, didn't try to calm the assembly this time.
He could only mutter : "But, Omura-san... You are excoriating the members of the Diet, but not proposing anything concrete..."

"We must dramatically increase Naval Forces and State Police funding!" shouted Mr. Omura, covering the murmurs with his powerful voice.
"We must increase the capabilities of our fleet, increase Naval Forces personnel headcount by at least 30%, and this without delay."

Mr. Omura lowered his head, as to reflect on how to express himself.
"Despite what our Keiretsus wish us to think, Gallia never was our ally, and probably never will be. How long will it take until its King decides to annex our territory? It will happen sooner than you think if we do not give Naval Forces what they need to defend our people!"

The brouhaha was indescribable after this statement made by Mr. Omura, and, seeing the assembly would not be at ease until long, the former Admiral calmly left the podium and reached his seat.
