Soul Reaper was always quite vehement about "proper Zoners" being similar to Phoenix (who were openly willing to fight alongside The Order to maintain their shared power in the Omicrons) or the Commonwealth (who, although not aggressive, still were not overly friendly with any houses) - check out Spazzy's podcast. The actual commonality between all Zoners is that they dislike house and government influence, hence why they left and tried to settle in the border or edge worlds. Jack has always went on about how there will be a backlash against the houses now expanding into those border worlds (mostly aimed at Omega-3 and Bretonia, given it is the most involved of the examples) so am sure he'd be keen on it. Despite what some will say about "misusing" the Unioner ID, it would likely be your best choice after the Pirate or Xeno ID (although that doesn't give you "surrounding influence" in Hamburg). At the very least, it could tie into some established relations with Liberty Rogues and maybe even conflict with the pro-LN VWA| (who dislike Unioners in general), and give you free reign to engage Liberty Navy snubs in Texas. It would cut into any possible negotiations with Rheinland of course, but the anti-house mentality overall might be good to stick with!
