Bug: Mining update claims premium scrap should sell for 10,180 on Kyoto, however it only sells for 6,926. As far as I'm aware, this is a quick and easy fix that can be done on the spot without requiring a patch.

Just did the same to me.
I logged in on a ship docked there, checked the tags list, lo and behold, the ship that was locked out is on the list of allowed tags.
Also, defensemode 2.
