I have problems with an Outcast tag aswell... perhaps a second Hostile tag could be created, make another faction called Hostile aswell, and allow Terrorists to use that, it would'nt take very long...

At the moment, nothing. I would presume it's normally used in conjunction with the Criminal ID to mark players out as rule breakers, but seeing as how we never ever use that punishment it has no use at all.

It's default status is -0.30 but with a few magic touches from Cannon I'm certain that everyone except Mon'Star and Psi-Borg can be made -0.90 to ensure a scary encounter when seen.

any abuse possible? Probably/maybe not. A command especially for Mon'Star, only for him its very useful. Why not?
