Bases are in the game for a reason. Circling one, staying near a stationary battleship, hiding behind trade lane rings, running into minefields - using the environment to its fullest is not only a perfectly acceptable tactic; in certain situations it is essential to survival. A base can change the course of a battle, and it should. Anyone who is so determined to down an enemy that they fly within firing range of a base should be thankful that the most they had to endure was the frustration of not being able to finish off an enemy.
