Whether or not this thread has devolved into ad hominem or not, you can't structure roleplay via mandate.

It doesn't work, and doing it is a terrible idea.

Theres not a chance in hell I'd drop my shields or anything else. If I'm going to die, I'm not going to make it easy. I want fun too.
I'd be far more likely to pay you with cargo or creds. Bots/bats?....sorry, wrong guy.

With regard to the op, assuming there was no-one else around, it's pretty poor form. Sad really.
This is a game and it's supposed to be fun. If your interaction wasn't fun or you come away feeling that the last encounter was a waste of 30 minutes of your life, something is very wrong.
Pirates taking more than they can hold is very stupid.
Why?
Because next time, if they are going to lose everything, whats the point of complying?
Pirates would HAVE to fight everytime. As people don't actually die, it doesn't matter but good RP?
Why would anyone risk that everytime?
Whats more, you can drop off the cargo and if you're fast enough, you can go back and get some more. If you made him drop it all, he won't comply without a fight and he'll have less cargo anyway.
The only time this becomes sensible is if the 'other guy' is a hostile ID (Junker/Xeno etc).

And back to the main topic - I think there is something in the rules about the time that pirate needs to give for the person to answer...problem is that recently traders and miners pop up like crazy due to buffs and there is a lot of mute trader and miners and pirates are annoyed so best is to START REPLYING TO HIM ...with at least " Oh PIRATE! " or something anything a stupid "Oh Hello..." so the pirate knows you are actualy not another mute noob. And when we are about mute noob traders - it goes both ways - since traders and miners pop up pirates did too and many are just the same noobs - so they simply go with quick demand and shoot - you can't really avoid it - make a report - make SS.

And stop complainig about both sides - both pirates and traders have the noob part and the only way to fight with lolwutnes is via the rules. If you don't like to fill reports - ignore it like I do.

I think people forget the basic principles here.

A pirate is a greedy vicious villain. If he wants to torment you by making you drop all your goods, grab what he can then blow the rest to pieces he is in EVERY WAY POSSIBLE allowed to do so. He's being a douche towards you as a player by doing so, but aslong as you both keep it inRP there is no problems.

I dont care if your load is WORTH 60 millions, because your cargo aint worth nothing before its sold. Now since i am a pirate i rarely get the best price, so thus YOUR cargo is worth less to me then you, so while you may loose 60m by emptying your adv train, i can only make say 40-50m because i have to hire others to sell it for me or i have to sell it at a base with much less profit.

If the pirate however only give you 2 seconds to reply, then he is obviously breaking 0.0 and several other rules which i cannot remember atm. Because you cannot expect a people to have catlike reflexes and reply the instant you press "enter"

tl;dr version:
Get escorts/scouts/something and stop whining

Asking someone to drop shields and bats/bots is a good idea.

Too bad that then counts as your demand for that piracy interaction, and if they comply with it, asking them for any more is a rules violation.

Nope...

not if you word yourself in the right way

"hello trader X, stop your ship immediately"
"Right then, first off you can drop all your bots and bats, then we can discuss the rest of the payment"

Because B/B on a transport is rarely worth more then 200k in total, it isnt outside rules to demand more..
I used to have a Scimitar LF, and i would typically demand people to drop all their munitions, nanobots and batteries then cough up 1mil if they wished to live....

Its not a big demand, in total i might have asked for 5m if i robbed a fighter with all missiles, sunslayer and nukes. But even that isnt an outrageous demand in the first place.

And people wonder why my Navy character kills pirates after2-3 lines of RP, instead of sitting there chatting all day. Well Sorry. Navy can be asshols to, and want to take all from Pirates. Works both ways. So next time a Navy yells get out of this system,and then kills you when you do not comply? Remember you been an ******* to traders, and most traders buy caps. Then it is revenge time.

My own opinion as a player is the rule is intended to prevent pirates from just murdering traders for the fun of it or for not stopping when told to.

I also think the rule may need to include some reference to the fact that multiple demands are a no-no. (So you can't tax someone , watch him pay, and then demand another tax).

This was elaborated somewhere else to "one demand per time they're in scanner range"--so if they fly off and then you see them again, you can demand more, but you can't make more than one demand while they're sitting there.

Counts as PvP abuse, because it's pretty clear at the point you're making multiple demands that you're just looking to kill the guy.
