Well, that's really the thing to note here.
PVE events originally were aimed for players with the biggest toys in order to have justification to put them to good use. For example, many of the earlier events took place in Kusari to give the KNS some love.
The first reiteration of these events were death traps for snubs and it was there mostly by design. However, you could partake in them as long as you had at least a gunboat with a sturdy enough armor so it did not single out players who didn't have a few bil kicking around. In the end these players could gain access to cosmetics and have more unique things to enjoy for their trouble. It was an ''endgame'' reward for having large ships in various regions of the mod universe.

The changes were put in mostly due to situations where certain factions could not participate properly, or where players simply could not fly caps effectively and felt left out, so the bar for entry to obtain these items was slowly being lowered. The bar hit the ground level only with the introduction of scidata in the form of events that required no PVE at all. But the initial mistake is still there.

Players are hoarding scidata for the hope of the next tiers being available or for new ''shinier and better'' goodies being added. After all, nobody wants to spend their data on a base model, only to have TITAN ships available tomorrow.
No.
The easiest way to fix this is to lock down all current rewards to the current data. This will signal players that only the current existing rewards will be using this data and there is no need to hoard and wait for something better.
Then introduce a Tier II scientific data for all future rewards that are outside the current norm.

What is wrong with players hoarding Sci-Data in first place? Why is there the desperate need to force them to buy 100 Nemps or other things?

People being envious is the reason why there are ideas making it expiring.

What happens if they are saving up for, say, altering their Base (5000 SD)?

It is quite a lot to save up and if they only come by SD every now and then, why penalise them?

I have a good chunk of this data (2300+). I also have credits to buy any that come on the market. But in no way am I hoarding it. For one, I am waiting to see what the changes are to Carriers before I throw down on weapons and two, I have tried with 3 different groups to get something done inRP with them. I even went as far as to look at contracting someone in RP to move the stuff I got 7 systems, 25 units at a time...that would have been weeks of game play and the opportunity for them to get stolen or hijacked ingame... but the Idea was not "special" enough to warrant serious consideration. Till I find an inRP interest that can be played out in game, they will sit there.

Should NPCs drop the stuff. ----- No

A Seasonal rewards system might be the fix here (or something like Baro Ki'Teer from Warframe).

Then admins generally speaking roll out (or try to roll out) a set number of events each month. Each month could be considered a Season. During that Season, players can collect Sci-Data from events for use on specific rewards available during that season. If the rewards suck, there's no reason to collect the Sci-Data because it can't be used otherwise.

For example, the Admins announce a specific number of events they're aiming to roll out during May. At the same time, they also announce tiers of rewards that will be available during that month only. Players can then spend Sci-Data collected from May's events to purchase rewards. Come June, the Sci-Data from last month will be rendered moot (either via wipe or some other means) and a new table of tiered rewards will be announced. This process repeats throughout the year.

DON'T TOUCH SOMETHING THAT IS NOT BROKEN.

I yet have to see one single good reason why to limit Sci-Data in any way. Hoarding is not bad.

This. Stop trying. Stop crying.

Not everyone should be /forced/ to play - what's the point of trying to get it when it's only going to get removed? What if you're saving up for an event or significant movement? What if you had to do some work? What if your faction is having an inactivity period due to school etc?

If my work that I did months ago just got deleted because a bunch of people were too lazy to band up together to get sci-data, I'm not even going to bother playing, why should I? Effort shouldn't be temporary.

Leave this as it is. This isn't broken. Who cares if they don't spend it? Stop complaining about nothing. Go get the scientific data yourself, shoot the others, or buy it off them.

On another note, I wholeheartedly agree with this. Derelicts are such a cool concept but the process of finding them is too difficult unless you glue yourself to your computer for hours or get incredibly lucky.

I remember when I found my first and only derelict. I had just got unbanned and Ramke told me they were a feature in the game. She warned me they were hard to find, as she had been spending hours already trying to find it. I had heard Sigma-15 had some changes since I got unbanned, so I went to check it out. I saw the Planet near the Rho hole was dockable and I thought it was a new feature - turned out it was a Derelict.

The system needs to be geared towards critical thinking and induction; not luck or who can give up most of their time. Right now it's not accessible to a majority of the playerbase. Derelicts having clues to their locations through infocards, lore and riddles would be so much better.
