Make it so that you can only siege with a special expensive siege ship - similar costs to PoB's - special RP request. Make the PoB's shield tougher to compensate. Both unable to respawn once destroyed, Caps can be used to defend Siege ship from defenders.
Battleships respawn. PoB's don't.
