I think it should go like this.
Liberty has BC and Carrier, It should be one or the other, for example...
Give Kusari a Carrier
Give Bretonia a BC ---- In essence, its even.
Give Rhienland a BC,
Give Liberty a Carrier....
At least, Thats how i would make it.
