Aye, Zoners are the way to do it. They can go either way really, as a Libertarian (in the American sense, not the original sense which was synonymous with Anarchist) or Anarchist group. It probably consists of both.

As a reminder,

Anarchy does NOT mean terrorism/killing everyone. it MEANS no laws, no hiearchy, everyone doing whatever.

In other words, Zoners.

Not the Corsairs, there ruled by the council of elders, which is an oligarchy, which is a government, which is not anarchy.

They are not ruled. The laws arent concrete. neither the goverment. Actually is no such thing as goverment in Corsairs nation. Neither goverments institutions. Or the ones who enforce the "law"

The same goes for daily life. Corsair can become an enemy to other corsair anytime.

how about junkers, aren't they kind of anarchists. They see each other as family, and treat them as such. They don't have any form of government. And they double cross anyone without a second though.

Well.. actually Junkers reminds me (sorry dont want to insult or disciminate anyone) about gypsies. Well that tribal way of life with almost no athoritys. (atleast what we have in our land here near the baltic sea)

So well I must admit they are anarchic then.
