My transport ship is more paranoid about meeting people in Kusari than anywhere else. I'll jump hole, back track, and meta-game like crazy just for two or three systems. I spend more time trying to plot a course through there than I do for the Omicrons. Goodness why would it be empty

If you think that every other faction is a pirate group, then you understand few to nothing about kusari.
I'm sure there are a lot less pirates in Liberty (Rogues, Hackers, Outcasts, Xenos, Many many many independent pirates.
But if you are affraid of going into kusari, then the kusari players have been playing their roles to the letter:P

Most hogosha and farmers alliance characters that I've met have acted as base pirates. Those who weren't, were busy trading / smuggling and totally ignored me - better, I guess. But I did meet one good FA player once who I managed to avoid attacking me by talking my way out of it.

I have no complaints againt the official factions of AFA and Black Dragon Society. They tend to be populated by folks who understand when too much is too much.
The indies who slap cap8's on kuex's and hogosha ID, then act like morons and pirate anything in sight - THOSE guys give kusari a bad name.
especially when there everywhere...
but, they wont be everywhere anymore

But er, hogosha cannot pirate inside kusari now? So they are going to have to be flying outside of their house to pirate? So we will only be seeing hogosha outside of the area vanilla had them as supposed to be?
