Not to mention the Rheinlander corporations, the IMG, the Bretonian refugees and their Armed Forces, plus the reclusive but ever so cornered zoners.
Having more groups than usual, or (re)inserting new ones into already established areas Does affect the lore and status of the existing factions. It affects and alters those factions roleplay.

So it's not just a question of altering and activating those guys. It's also a matter of doing it in a way that the neighboring factions can accommodate and adapt.

Omicrons are set for being active enough (although I wouldn't mind seeing another faction thrown into the mix), but the Omegas aren't. The problem with the Omegas is that there are no pull factors, and pretty much all the factions you listed are busy completing their objectives elsewhere. What Omegas needs is a pull factor, possibility a faction itself, to ignite a spark of activity in the region. Omegas need it's own ambient activity, basically. A RoS faction, reinforced with trade routes to protect, could be very useful in making the Omegas more alive.

I like the idea of taking the ship line and moving it over to... somewhere. I think that the BW line and Unlawfuls could use a split.

Not that I believe that unlawfuls would not use the BW line, but I think that a pirate stronghold/shipyard producing a comprehensive line makes sense. I'm not aiming at Cayman with that comment, but I do think that a semi-Guard system/Freeport for unlawfuls seems reasonable. Maybe some place like Omega-47.

RoS and their associated system should be deleted. The system is not useful in any capacity and the faction does not make much sense with the rest of Discovery environment much like other non-vanilla factions which are still active.

Development efforts should be fueled to more meaninful and important matters. And yes, there are lots of factions in the Omegas to make the region active. It's not like there are not enough.

Jokes and whatnot aside, a RoS tweak could probably go smoother than a Core one.
