So then... the Freeports are in danger if the Pendulum is near them... I have a simple solution to the problem of the Freeports.

Pendulum, it is you that is endangering the people on those Freeports, not the Joker. When you flee into the NFZ, thinking you'll get protection, you are sealing the death warrants on those civilians, Corsairs, and Order agents.
