Could this perhaps be expanded to any base with a ship dealer, rather than just shipyards? Some factions, like the Xenos, have no access to a shipyard at all, and yet I think they should be able to change a light bulb or two, too.

Now, if only I could figure out a convenient place to pimp out my Buccaneer ship, I'd be a happy man. Of course, there's an inconvenient place or two I can go, so no big deal there.
EDIT: If it's not already, adding Barrier Gate to the list would nicely cover those factions who don't have access to other places for this.
