Who decided about it?
The ship looks like combination of BW line and hessian tech. What Rheinland unlawful npc factions are using BW line? Red Hessians and Bundschuh, the closest allies. Why should it be open for example unioners?...just saying

The ship IS a combination of BW line and hessian tech, made by hessians for rheinland unlawful open use. However, there's still no certainty if unioners will have no-nerf access to it. So that leaves us with hessians, lwb (hessian closest allies by the way) and bundies. Sounds fair to me.
As for bundies, if one day they'd be able to produce their own ships, they'd probably have some order element in it.

cockpit is made transparent using .mat file magic by adjusting some values.

It is better that way...well not all ships but I am kinda old school and i would like to see the BW lines back to the Hessians(and civilian lines back to the Unioners) they just look on the right place there.
