Make it easier to travel within the system. Everyone is hostile - every trade lane and junction point. If you want to do it in an RP way, have someone like Bretonia join forces with the Maquis while Galia aligns with Kusari (you could create a WWII atmosphere of relations, but you'd have to re-draw everything ... and we really don't need to repeat Earth history). The Maquis take over as police, shift the corporations toward uneasy (not neutral, but not hostile), and the Navy tucks up against Kusari space (or into a highly profitable region for trade). You could go all out and wedge Galia in-between Kusari and Bretonia by adding new entry points to both, and destroying the old connectors in some ugly battles. I think we need to start small. People need to start trading there, so that the area will attract interest. Thus, pirates will start appearing, and with them, the GRP will have something to do. Another save Gallia thread - Ash - 04-28-2012 Changing the nature of Gallia's campaign to destroy all things sirius is a big mistake. It will only deform the nations motives itself and give people less reason to want to join it. Gallia was invented as a party that was uncompromising, and more forthcoming about inflicting doom upon all other cultures in sirius. You taint that and it just becomes more pointless than some think it already is. Judging by my personal opinion, the aim was to end all the lawful wars currently ongoing throughout sirius so all would unite, beat Gallia back and restore order to this pandemonium.
