The embargo is a tool of state influence intended to force Gallic authorities to recognise the genocide inflicted on the Bretonian people. It will remain in force until Gallic authorities effect restitutions and extradite military leaders to Bretonian justice for these crimes against humanity.

I also note your submitted evidence does not show evidence of good standing with Bretonian authorities, and does not display your standing with criminal entities deemed hostile to Bretonia.

Regrettably, the complaints of your guests from other Houses are not a material concern of the Bretonian goods licensing regime. Foreign guests either staying within or transiting through Bretonian space are expected to observe Bretonian law at all times, regardless of how they feel about it.

Having reviewed your submitted evidence, we have rejected your application on the basis that it is prima facie invalid and does not meet the minimum standards for the issuance of a licence. This is for the following reasons:

1. Insufficient standing with the Kingdom of Bretonia. While we appreciate you have political reasons for maintaining neutrality with the various Houses, positive standing is a fundamental prerequisite for consideration of a licence.
   
2. Concerning relationships with Bretonian enemies. Your submitted evidence demonstrates a state of neutrality with the terrorist organisation known as the Mollys. This is entirely unacceptable.
   
3. Missing information. The provided evidence does not provide details of all required domestic enemies, specifically the Corsairs.

I note your offer to provide OS&C liners as a neutral ground for negotiations with the Gallic Union. Regrettably, the friction point in negotiations is not the lack of venue, but intransience on the part of Gallic authorities who are unwilling to so much as contemplate Bretonia's reasonable demands.
