Uh, the [RoS] was a faction to which you could apply. The recruitment process was simple and very very easy. INfact, the guy who led the RoS for a long time, made a point of recruiting the most helpless nubs he could find, and giving them a home, showing them the ropes, teaching them how to fly littleships, teaching them how an RP game worked, and so on...
The faction kinda fell apart because the lore that existed around them was written for an era of disco that no longer existed. After Lohingren stopped playing, there were a number of attempts at reworking and rewriting the faction sso it was more in keeping with the modern discovery. However, people seemed to feel slightly intimidated by changing the stuff that Lohingren and others had created, thinking it would be in some way rude - so nothing was ever done. Ended up was a group of people who felt out of place, with activity drying up as a result.
It was a bit sad, really...
But just for the record, the [RoS] official faction was NEVER an invite only or closed faction. Infact, when the RoS got the system, their own NPCs and shipline etc, the leadership asked if their stuff could be made available to independant players as well.
