First of all, you promised safety to all Order and few chosen Zoner groups when entering and traveling through Omicron 74. This has been proved to be a failed trap as your static defenses failed to even drop my ship's shield.

Second and most important, you have repeated your offense concerning illegal ammounts of nomad remains you have stored in "Zoner Sanctuary". As this is your SECOND offense, consequences will be more dire than before and considering your current state of affairs, peace is least likely.

I was asked personally to enforce truce between you and some other Zoners and AI... this will never happen until you will comply with what we want. First of all, you will hand over all Nomad remains that are in your possesion. Add to that, 100 million credits fine for violating Order directive once again. Third demand is to shut down all your defense installations as I will authorize my capital assets to come back to Omicron 74 and finish the job if this madness will not stop.
