What I heard from Commodore Hall the other day about what happened in Omega 3 did not give me a smile. Not at all infact it quite spoiled the rest of my day.

So that you might understand what's going on I'll fill you in.

Port Talbot in Omega 3, a joint Venture between the Goverment and BowEx to resettle Sprague was being attacked by Corsair Capitals, with the station reaching a critical limit, the Armed Forces dispatched a small Strikeforce to take care of them and enable Bowex to resupply the Station.

After the enemy was defeated, Bowex went to supplying. Now from what Hall is telling me a Gateway escort ship came around and started insulting BowEx which to be honest doesn't really interest me.

But what really annoys me is when said ships disrupt the Smooth flow of Trade and start throwing insults at my Commanders aswell.

Let me be clear, your actions at that day did more than just throw a stab at Bowex but it also disrupted our efforts to not lose Sprague which is vital if we're going to get all of our Civillians off Planet Leeds.

I'll say this once: I don't wanto see you damaging the Bretonian economy or the War effort, nor do I wanto see that from Bowex.

Since I don't know excatly what kind of insults were thrown around I'll let it slide for once. Though do it another time... *sighs*

I'm assuming this won't happen again.

Evening Admiral,
I too have heard about the incident in Omega 3 that took place between Bowex, BAF and Gateway ships and I must say some elements about it have concerned me aswell.

From the accounts of what happened from my employees that were involved, it seems three Gateway Escort Ships who were on a "revenue extraction patrol" in the Omega Systems detected a convoy of Bowex Ships in the Omega 3 system.
Seeing as Bowex have previously interfered with our own operations it was authorized that the Gateway Patrol could intercept the Bowex Vessels with the aim of either intimidating them or interfering with their convoy.

We were not aware at the time of the events that took place prior to our arrival of Corsair Warships attacking Port Talbot or the critical status of the base.

Hence why some lanes were shot during their convoy however no illegal actions took place upon said Bowex Ships although they may claim otherwise. Cursing Bouts were also thrown about but this is to be expected between us as we are such serious rivals!

As far as I am aware on the topic of your own men (BAF) being insulted it does seem that the captain of the Destroyer HMS Defiance did seem to have some kind of issue with our ships at the time and some words were said for which the escort ship Gateway|-GSE-Reaper did pay a fine of sum 500,000 Credits.

However it is what happened next that really shocked me, because Admiral Havering remember we are Tax Payers to Her Majesty as are all lawful subjects of Bretonia thus a certain amount of respect for civilian property should be shown by the Bretonian Armed Forces.

But such was not the case here, as upon the arrival of the BAF Battleship HMS Thunderer, an intense interrogation began involving GSE Reaper, to the level of which the gateway pilot felt like he was being tried like a criminal even after a fine was paid to HMS Defiance. The Gateway Pilot attempted to flee fearing the hostility of Armed Forces that are their to protect him and then Commodore Hall of the HMS Thunderer gave the order to "open fire" on the Gateway Ship.

Such barbarism is not acceptable toward fellow bretonians such as Gateway, although not one shot was fired from the Gateway Ship! In the ensuing hail of fire my Gateway Pilot was shot down and his cargo pod taken to BPA Newgate.

BAF had no right to send a Dunkirk Battleship, Destroyer and Templar to shoot a lonely gateway escort pilot especially after a fine was paid to the destroyer.

I therefore request a full investigation of the events that took place resulting in the destruction of one of my expensive ships and the incarceration of my pilot who lawfully paid a fine that was demanded of him.

I will further require some form of compensation from those who shot my pilot down, his release from BPA Newgate and an apology for the "Excessive Use of Force" displayed by the BAF against a Civilian Ship.....

I apologize for this late answer but I am prevented due to a political meeting in Rheinland. Nevertheless I was contacted by fleet admiral Havering about this incident in Omega-3 and I am pleased to inform you that after a quick investigation the cabinet have prepared a summary. I would like to state that the following charges are not against Gateway but against few of your pilots which happens to be inadequate at the day where this incident took place.

I also heard that the mentioned pilots were not aware of the corsair invasion at Sprague. Perhaps they choose the wrong day to intentionally "Intimidate" the BowEx convoy, which happens to be delivering goods for Port Talbot. By considering this invasion, I am sure you would not be surprised how fast we sent a squadron to deal with the corsairs. The protection of Her Majesty's Port was a top priority and our men did a good job to keep it as one piece.

Now, by reading you answer I see you were not fully informed of the details about the clash between this Gateway gunboat and the armed forces heavy capital ships patrol, sent to fight off the corsair invasion. Because of that I would forward you to the Bretonian Police which happens to have multiple camera-shots taken from HMS-Thunderer. I am sure you will find these evidences as shocking and will acknowledge that your pilots did several mistakes this day.

Still, this incident should not bring any changes between our relations. We are all following Her Majesty's guidence and laws. Those that goes outside of the line will pay the "price" for their mistakes, being civilians or not.

Hello Sir Piett, I'm afraid I find some of the charges listed above undemocratic and completely out of line with current justice.

Of the Charges listed above, it is agreed only 4.1 and 4,11 were breached by Gateway ships however the others we cannot find any wrong doing for.

Firstly, Charge 4.10: Gateway is well within its rights to intimidate and harass Bowex to the best of its ability if it means we will gain the upper corporate advantage while NOT breaking any laws like piracy. Thus self acknowledgement of authorization to harass the Bowex) convoy is not against the law.

Secondly, Charge 6.3: Gateway has not launched any formal legal proceedings against the BAF as of yet! All we have asked is for some compensation for the pilot who was shot down, his release from Newgate and an apology from the BAF. We ask of these things directly from BAF and not through any law court. So to claim our attempts of some respite from the BAF as illegal is outrageous even if we did launch civil proceedings against the BAF such suits are not illegal.

You sirs are not above the law! Further to claim our attempts of intimidating Bowex as a Terrorist Act against Bretonia is even more laughable and the most ridiculous thing said so far. Gateway Shipping is not a Terrorist Organization however the action of the BAF against a civilian pilot was a terrorist act.

Because remember the Gateway pilots were authorized to intimidate Bowex but they did so without the knowledge of what Bowex were actually doing in omega 3 at the time or any knowledge that a base had been attacked by Corsairs prior to Gateways arrival and that was what Bowex were supplying, you yourself have just acknowledged this fact that Gateway was not fully informed of the complete situation. Therefore how can intimidating Bowex be classed as a terrorist action if we were not in possession of all the facts surrounding Bowex's presence in Omega 3 at the time ?

So in summary, Gateway Shipping accepts Charges 4.1 and 4.11 as those that were broken and refutes Charges 4.10 and 6.3 as attempted bullying!

This matter has also been forwarded to our representatives in Bretonian Parliament, The Federalist Party!

The charges listed on the document I sent you are not out of the line. Perhaps I have to analyze them for you?

About law 4.10, "...anyone found disrupting Trade Lanes in Bretonia space will face a minimum fine of 500,000 credits...". Just like you stated early, Gateway|-GSE-Reaper has paid that price which means he acknowledged his mistakes and maintainted the order. There is but a little misunderstanding in your theory, Gateway may be in well within its rights to intimidate Bowex but in this current scenario BowEx were not participating in normal trading where you could take the upper hand by harrasing them. Due to the corsair invasion, as mentioned in Evidence 3, the Armed Forces reacted quickly to intercept and destroy them. Nevertheless any suspecios members disrupting the flow of goods to Talbot, being civilian or not, which are refusing to comply to the given orders can be imprisoned and ship destroyed if find as necessary.
Law 4.11 is universal, written to fill the gaps in the laws where important details are missing. The Armed Forces high command were guided by this law at this very day. Commodore Hall gave several orders to Gateway|-GSE-Reaper whom ignored all of them. By considering the corsairs and possible new invasion, time was running low and Commodore Hall gave order that ship to be destroyed, pilots saved and imprisoned. After that the convoy moved to Talbot to resupply it, while the armed forces patrol maintained defensive positions around the station ready to repell a possible counter attack. As for the prisoners - they are no longer falling in our jurisdiction. Contact the bretonian police, create a case and try to free your pilots if they are proved to be clear from all charges.

About law 6.3, "...it is now illegal in Bretonia to file civil or criminal actions against the Armed Forces or the Crown during a time of war...". By considering the universal law 4.11, "...law enforcement agencies may levy fines for actions considered detrimental to the realm, which are not otherwise specifically mentioned in the Laws of Bretonia..." , the Armed Forces can maintain the right to mark this whole operation as classified, rendering all charges against it to be illegal. In this way questioning the duty of the armed forces, requesting any form of compensation could be recognized as blaming them of being guilty where it was clear they were following the laws step by step. That is where the law 6.3 arrives on the scene to clear the mist of doubt.

Mister Gehard, I would like to ask you not to take my words as provoking. Due to my current unavailability I am unable to further discuss with you this incident nor I see a reason to continue quoting the laws, which clearly state where we have right to do something and when we all have not. I have contacted the Bretonian Police which will continue the discussions with you.

I have received the report from Sir Firmus Piett regarding this matter along with the relevant evidence taken by the HMS-Thunderer, as well as keeping update to date with this line of...inquiry. I first however must disagree with the good Piett in one matter, that in regards to intimidation the BPA finds it unacceptable in ANY circumstance. Every Bretonian citizen has the right to travel through Bretonian space freely and unmolested, your belief that your corporate feuding makes it tolerable is sorely mislead. As has been stated in the ever present law as marked in the Bretonian Interstellar laws section 4 subsection 10 "Disrupting the Smooth Flow of Trade", hereby referred to as Law 4.10, that within Bretonia's borders Gateway has no right to disrupt Bowex's 'flow'.

It's my belief that you should be grateful for the intervention of the BAF forces that were sent to relive Talbot. In looking over the matter I've found that the BAF forces were decidedly lenient in their approach, had you been intercepted by a BPA officer who'd come across your "intimidation" he'd have had no trouble in giving out the Law 4.10 fine to EACH of the multiple Gateway ships involved in the incident rather then settling for a single overall fine. And should the Gateway ships have tried their dim witted approach in ignoring the BPA orders to vacate the area or halt when demanded then they'd have been fined further and likely thrown in a holding cell for good measure. A fact I would've happily supported given that I get the strong impression that your pilots were under the influence of something.

Going through the report I find that even though the Bowex convoy was in the process of a supply relief mission to Talbot, while important, does not contain much relevance in terms of this investigation given that it seems unlikely that it was a deliberate act on the part of the Gateways pilots to interfere with the Talbot supply lines. It does however highlight the stupidity of the attempt at intimidation in this feud where the ramifications of these actions can have far flung, and unintended side effects.

To help prevent future incidents I suggest you get your pilots to print out this guide then glue, sticky tape and staple it to their consoles.

If you have further issues in regards the to actions of the BAF taskforce then I suggest you bring it to the attention of the BPA where it can be dealt with internally within the government
Your pilot currently confined in the Newgate temporary hold cells will remain there until Gateway makes their formal request for his release.
