There's no "Pirate NPC group" you can be friendly with.
And if you want an outlaw being friendly with the Junkers, take an Outcast, Rogue, Lane Hacker or <insert any unlawful ID friendly to Junkers except for Pirate ID>.

If you are a Pirate ID player and want to be a junker with a Junker ID, first get a Recruit ID, then rep yourself.
If you want to be a Pirate ID player with neutral rep to Junkers, it should be possible already, I think? If not, nevermind, do what Narcotic says.
Though what you really ask to know about is near impossible to understand for sure, really.

I want to be a 'good' pirate and pirate other pirates. And lawfulls. But aaanyway, don't think you can get past the rephack. Junkers shouldn't be red anyway.

i should clarify a little bit. i bought a salvager with a pirate id. i repped it to junker, bought the junker id. but every lawful still wants to kill me, what do i do?

Salvager with Pirate ID? O.o
Anyway, the Pirate ID is rephacked hostile to all lawfuls, corporate, police, and military.
If you want to repair that, it'll take a lot of unlawful-shooting.
I recommend "destroy base" missions.
