Good day, your Majesty, or whomever this message finds in her stead.
My name is Harold Angus Kane. For two years I have been a Taskmaster of the Vagrant Raiders. Just recently I have begun the proceedings to open up the Natio Octavarium, an independent house dedicated to the idea of a free society where everyone puts their differences at the door to work together. This sovereign nation has been declared by a number of people of wealth and influence in the Independent Worlds. Natio Octavarium aims to seeks to give fair and equal treatment to all walks of life, regardless of age, race, origin, gender status, religion, sexuality, profession, alignment, employer, disability, or other personal features.
The Vagrant Raiders have been known to Sirius for many years as a small but steady group of pirates, thieves, smugglers, and other "undesirables". However, in recent months, we have begun to notice changes in Sirius that have affected every person in the sector, and in return, we are changing our ways for the better. The Raiders, whose name will stick for many reasons, have become the official military of the Natio Octavarium Ministry of Relations, of which I am the head. However, Natio Octavarium wishes to seek peace with Bretonia and her corporations and assets as part of our continuing outreach and diplomatic programs, actions of which include several humanitarian efforts for the Temporary Autonomous Zoners on Planet Gran Canaria after its bombardment by the Corsair fleet.
Natio Octavarium wishes to negotiate terms of non-aggression with the Kingdom of Bretonia. We will gladly offer the following up to you as part of our opening of negotiations:
I am open to alterations of and additions to these terms, and once terms have been settled upon, I will personally come out in a diplomatic vessel to a fitting meeting spot and sign all necessary documents.

- Natio Octavarium will become a signatory of the Treaty of Curacao, and ratify it as law and prohibition of the Vagrant Raiders military.
- The Vagrant Raiders military forces will assist any Bretonian corporations in Natio Octavarium space and immediately cease all operations against them and their pilots.
- No Vagrant Raiders vessel will linger in Bretonian core space without escort or permission from a vessel of the Bretonian Armed Forces or Bretonian Intelligence Service. Natio Octavarium will abide by Bretonian law against unescorted foreign capital ships in its space.

Your change of heart, as it were, is viewed favourably, as has the news from Port Jackson of some reports of various assistances provided to the people of Planet Sydney (known to you as Gran Canaria). Your ideals are reminiscent of the Zoners, yet your expectation of a... working government and wish to be a house would suggest otherwise.
To the matter of your declaration and claims, we feel there have been some details omitted, accidentally or otherwise. Although you are based in the Independent Worlds you have failed to mention which systems, bases or planetary bodies you feel are or will be under your control. Given you look to respect the Treaty of Curacao which covers our own extended territories, this would suggest your claims may overlap with those of our neighbours and allies in the Republic of Liberty.
The size of the Octavarium would also need to be taken into account, and given its youth we would not expect a particularly large population. We would not recognise you as a full House with such a small size (similar in its way to the Colonial Republic). However, if your claimed territory is deemed acceptable by the Kingdom then you shall be recognised as a separate nation of peoples. As long as they act within the laws put forth in our Interstellar Charter, your people are free to traverse the territories listed within it.
Given your small size and otherwise lack of presence in its respective systems, the Treaty would not require you as a signatory to respect it and the organisations in the region.
As for the terms regarding your paramilitary force in the form of the Raiders, this would be affected by our recognition of you and your willingness to make up for some past misconduct on their part. We will have one of our Commissioners deal with these past issues and anything pertaining to our civil laws; the Admiralty Board shall in turn deal with any current military matters and future cooperation.

Natio Octavarium lays claim primarily to the Kansas system and its contents, but we also claim the southern (empty) half of the Magellan system and the entirety of the Humboldt system as protectorates. Our main purpose for these claims are to protect the entrances to our territory in Kansas, and in the case of our Magellan claim, to uphold the Treaty of Curacao near our own territory. We do not lay any claims to the contents of the Magellan system, but rather the Kansas jump hole and a 5K zone around it.
As we are merely a few thousand strong at this point, mostly consisting of the military and civilian population of the Vagrant Raiders, we understand not being recognized as of now as a full House. We will happily abide by your Interstellar Charter and its laws in your territory.
We are open to talks regarding any past misconducts in Bretonian space you wish to discuss.

Your claims fortunately do not overlap with any of ours, thus you will not have any interference from Bretonia unless it proves to be against our overall interests in the future. In return I am sure you shall be willing to return the non-interference with 'our side' of Magellan - again that would be for the Admiralty to discuss further.
There may be the possibility of contacting our national corporations for assistance, should these wealthy supporters of yours deem it worthwhile to speed up your nation's growth.

This appears to come to a total of 100 million credits, which is rather convenient but I have checked and validated it. The Treasury can handle it with the QCG|HMS-Endeavour account. They may contact me personally, should they wish to reduce this through some 'community service'.

Natio Octavarium has no intent to interfere with Bretonian interests. We would much rather have a close partner than a border war.
We may be interested in contracting several Bretonian corporations to assist us in our space. They will be given full protection by our military personnel under Natio Octavarium law while in our space, should they require it. We are mostly interested in importing materials required to construct and maintain modular bases.
And, in the interest of cooperation between our nations, and us no longer being recognized as "estranged pirates and/or criminals", the fine has been paid in full.

Maybe you have changed for the better, I was surprised to receive the fine so readily. Perhaps I'm simply too used to... less intelligent perpetrators. You'll not have our fine officers after you in Magellan any longer, and I'll give our civilians a word not to look out in danger for you. I'm sure they won't turn away assistance if ExSec can't quite handle everything.
