Cannon put this feature in to stop you self-mining, unless you mine when server load > 130 people in which case npcs won't spawn......
Or you can be pro like me and mine whenever you Like with your ore in space while looking out for junker npcs and kilin them before they reach your rox

It has nothing to do with the server load in terms of people playing. Server load is the actual load on the server. Now that the bases have been removed the npcs may spawn even at 150 people online.
