Consequences:
You were told in various feedback threads and on Skype about this, yet you decided to submit a violation report anyway. The ooRP drama between Flares and Doges will not be deepened by malicious reporting, this is a formal warning concerning it.
As can be confirmed in the bounty rules, there is nothing specific about having to say "you have a bounty on your head"; same as you only have to RP, rather than say "I am engaging you" for 5.2. If the Flares wish to be that overt, that is ok, but it is not necessary; nor should you complain when others choose not to.
