Consequences:

You are pirates, and so you should pirate people, not outright engaging them. Even if your target is not a transport, the only possible way you can engage them without making a demand is in self-defense. This also serves as a general warning for ~VP) as a whole. You've been acting like phantom-wannabes long enough, it's time to tone it down now and start acting like actual pirates, as not only it's against the rules, it's pretty lame as well.
