Gentlemen, I come to you now not as a General of the SCRA, but as a human being.

A tragedy has befallen the people of Munich, a tragedy which has engulfed the system in dark matter. The circumstances of this disaster are still unclear, all we know is that what was once a beacon of hope has turned into a wasteland.

It is my understanding that OSI is no longer welcome into Rheinland and yet I find it hard to believe that your organization would ignore the plight of the people of Munich.

We have been in touch with the Vereinigte Widerstandsarmee, an organization that represents the Bundshuh movement within Rheinland in order to coordinate relief efforts. I have personally promised them that I would do what I can to help these people and that involves contacting the OSI. While I know that the relationship between our organization has been through highs and lows, it is my hope that we can put any differences aside in order to help these people.

While the SCRA does not have the infrastructure to provide any meaningful humanitarian aid to the people of Munich, we are still more than capable of providing escort to your vessels within Rheinland in order to protect them from any misguided attempts to stop you by the Rheinland Military.

Should you accept, I have granted access to this channel to the Vereinigte Widerstandsarmee so that they may brief you on what exactly is required in Munich so that you may best aid the relief efforts.

I trust you will not sit idly by while the people of Munich suffer because of things that are completely out of hand.
