A crazy thought just popped into my head.
A transport that planet-dives a water world, scoops up a cargo hold full of water and seafood like a pelican, then flies away.
Maybe a battleship or barge-sized transport. It gets the ability to carry large amounts of a new seafood cargo (and water) in an effort to promote activity in kusari (and elsewhere) and ecoterrorist factions.
