The internal conflict that's dividing Nacion more with every day, hardening the frontlines, creating a rift becoming permanent within society, we all know has to come to an end. We've seen the true face of the actual Council of Dons by communications provided to us by maltese citizens [Rejection] as well as their latest attempts to sabotage the current treaty-talks with bypassing conversational standards and relying to insidious tactics [comm-frequencies Zeta-Epsilon NM-Ghosts]. Excactly this situation is what the Ghosts of Razgriz ever intented to fight since we've got to Administration of Nacion, as we had been the shield that protected Nacion from the plutocracy of the most influential famiglias, that was shadowing any progress Nacion could've made, hindering all progression, locking worthwhile endeavours when those would've cut on their influence disregarding their eventual value to the Nacion.
Screening through the archives, we can't deny that since Ghosts of Razgriz stepped up to sacrifice their blood for all Nacion, there's also been mistakes in the ways it was administrated, which resulted in what's known as the previous Council of Dons, an institution, despite the fact it was composed of representatives of various more or less influential groups, that was solely communicating our decisions. This was the crucial offense we did to you, Nacion. We've empowered ourselves with supreme ruling over the Nacion. An undeniable fact we can't redo to clear our records from the activities that've been executed under our reign. Yet, we've pushed Nacion to the glory it holds today, the might it represents and the economical strength it got. We can't redo what's been done by our predecessors, but we can once again stand up for the ideals we once so fiercely fought for, be Nacions shield once again and show the courage other participants in Nacions conflict miss.

Ghosts of Razgriz send the following proposition throughout all maltese territory, core areas or contested space, all maltese facilities within the borders of other houses: Nacion Maltese shall be shifted to the state of an Empire ruled by an elected parliament, representing both the military and the economical civilian and paramilitary sides of the Nacion.

• Influential famiglias forming their own syndicate or several individuals and/or famiglias forming a syndicate to maintain their factor on the markets, are to vote each per syndicate on their representatives that'll be part of the union reflecting the interests of their sector of economy.
  
• Out of those representatives a union is created to contest for the interests of their sector of economy, and by this union the representatives according to their percental involvement into complete maltese economy are send to the parliament.
  
• Seat split: Military sector - 50 percent of the seats shared between military/economic sector minus 1 seat. Economic sector: 50 percent of the seats shared between the economic/military sector plus 1 seat.
  
• If new participants enter the parliament, either on the military or the economic sector, then the opposed sector will gain a compensational seat to keep the balance of the initial seat split.
  
• Individuals are allowed to have a seat, if they can reason why they have to be given one, showing references or similar. They should not be involved into either one of the military-parties or be part of any of the economy-parties.
  Individual seats do not account into the split between military/economic sector.
  

This parliament will represent the Nacion in the most democratic way possible whilst still accounting for the traditional maltese ways of having those with most influence hold the power, as it'll need convincing arguments to've the delegation of the syndicates to agree upon their representatives.
Along with this parliament, Nacion will reintroduce the former set of laws, granted the fact that first elected parliament will have to sign an arrangement for the changes needed that'll reflect Nacions current state, as their first official act.

Within two weeks this proposal is to be either signed or rejected by all maltese people allowed the word of voting. That is all people true-born to Ishmael: born to partners, both of them, born to maltese partners. That is all people of true maltese origin in third generation.

Individuals holding a position within the current illegitimate Council of Dons, as well as all soldiers under Contari Lance or Ghosts of Razgriz flag are given a vote as well, regardless of their origin - this accounts to stated numbers at the moment of the communications transmission.

You got two weeks to voice your opinion upon the proposed shift lined out. If Nacions citizens majoritarian vouch for what's been presented, then all combating forces of this internal conflict are requested to abide the peoples will.
If this proposal is denied, Ghosts of Razgriz will officially take Nacion Maltese' rejection and will, still as part of respective Nacion, secure the perimeters of Corsica Sanctum and shield the entrance to the Void Keepers lair as written in Ghost directives for Omicron-85 and the Nomad-Systems, yet not be involved into any bureaucratic matter that'll otherwise impact Nacions administration.
