Anyone can tell me advantages and disadvantages of these unlawful cruiser?

Scylla got a really good buff, it can fire 4 heavy cruiser guns forwards and back. 3 upwards, downwards and to the sides.
It has a meaty powercore, it runs nicely in Liberty since it can take LSCs, LABCs, Carriers and Dreadnoughts.
However, it's not as great in Bretonia as the Bret Dessie just eats it for breakfast.
