The target corporate faction is a rival that can be pirated outside house space with the conditions the bounty is applicable only if members of said faction are intercepted outside house space by the hunters collecting the bounty???

As long as there is an RP backing to the bounty's intentions, an official faction can place any bounty they wish. Alternatively they can sponsor another faction to put it out for them (official or otherwise, although you can only sponsor one external board). This is what Gateway) did for the [M]olly bounty (bonus?) on Bowex ships - both were official - and the 101st did with the short-lived "Orange Dream Bounty Board" ran by Pancakes as an independent/CL} character.
Also, I'll be as subtle as you were: yes Gateway| could put out a bounty on Bowex) ships. Whether you view other people doing "your work" instead of your faction as a good thing or not, I'll leave up to you.

Summer, don't forget the bounty I've made in IC|'s name on Rheinland corporations and for a brief time Samura too (when they tried to rival as insurance/funding company instead of IC)

Probably better to do it through a proxy rather then fielding the bounty yourself - IE approach a quasi lawful or unlawful faction to sponsor the actual bounty, then fund them instead. Using the Junkers as an intermediary would make sense...

Agreed. Making this kind of bounty on the "open market" so to speak, would probably raise some definite flags for law enforcement, and likely get Gateway sanctioned inRP, if not declared a rogue corporation.
These kind of things need done on the sly.

Using Proxys and such always works.
Though outsourcing the work to indies/other factions mostly has the consequence that the activity of the faction that could to it itself anyway drops through that.

While I no longer speak as an Executive, I think the intent behind the bounty isn't so much that Gateway is unwilling or unable to do the work, but that given Gateway's RP of wanting to stomp out Bowex, they want to hurt them whenever/wherever they can. Specifically, like when no Gateway players are available but a Bowex convoy is online.
