Well... my question is.
Im fighting against a Liberty Rogue ID+IFF, and in middle of combat appear a guy Freelancer IFF saying "assisting Rogue!" and asking "What about 1 million per ship?" and no response from Rogue, after that he say "Oh no deal?", after that in 10 seconds he opened fire, my surprise that Freelancer IFF (white for me) really is a Pirate ID...
That was turning confusing while combat, i was trying to ask "When he hired you?" but i noted hes Pirate ID after that.
Can that Pirate ID+Freelacer IFF just open fire?
I think is not fair Pirates and bad guys using others IFF's.... not only to me, i saw it making confusing with others also.

Generic ID'd characters can pick any IFF they want to roleplay as, if it is an unaligned character, then they chose an unaligned IFF. The Pirate ID + Freelancer IFF combo is a valid combo.

And acting like a Freelancer? Now that is just not right, someone needs to tell that dude to follow his ID *frowns*
If he attacked you like that, I would say that was dead wrong (by that I mean he would be dead if he did it to me) It was kind of a noRP kill, I mean...it would be RP for a Freelancer (if the rogue actually payed him) .....a delayed one but still RP, but seeing as he was a pirate (and the rogue never even said he would pay him in the case of the rogue thinking it WAS a Freelancer) I would say that is a big no no *frowns*

The indie pirate HAS to make a demand. If he didn't, then something is wrong.

Well, he made an offer by the sound of it. And the rules states that the engage must be made on some RP ground. 3 words is not really RP for engagement....

That does sound a bit tricky, actually.
If the guy has a Freelancer ID then you must be notified of any deal, that's quite clear in the rules. This doesn't apply here.
Now, what's missing in your post is your affiliation and/or ship class. If you were Police/Navy then he could just call you a horrible so-and-so and do as he pleases with you, because he's a pirate.
If you're a neutral trader in a transport then somebody has to make a demand of you before destroying your ship. Now, it's safe to assume that either a demand has been made or there was another valid reason for combat to commence. When the independent pirate arrives, all he knows is that a fight is taking place. Let's suppose another Rogue turns up; he sees an ally being shot and so he has an intrinsic right to defend him, I really don't see how he needs to make a demand here, so long as he says something worthwhile and "assistin' me hearty" will probably suffice here. If the two Rogues share a player tag then it's a no-brainer, and they're probably grouped. As for an independent, he's not technically allied to that Rogue so he's going to need to another reason to attack, not only that he sees what he feels is a friendly ship being attacked. If he's got an allied IFF then it's understandable, but it was not.
Asking to be hired is certainly one way to go about it, but seemingly there was either no response or a deal was made in private. I feel that such a deal must be made known in this scenario, like with mercenaries. Either that or the independent pirate must make a valid demand of his own, or possibly acknowledge the original demand, if made.
Simply wading in there without any prior and public communication whatsoever and saying "assisting Rogue" is quite possibly against the rules, but it isn't very clear.

Hmm...who was he asking for the money, the Rogue or the traders? If he's offered to help destroy, say three transports at a million per kill, then he's asking to be hired. Without a public response, how can it possibly be valid to open up without any further words? If he's asked for money from the traders then no problem, but it looks to me as if he wanted to be hired.

There Where 3 navy Ships
2 Bombers and 1 Gunboat
And i Demanded 1 mil per ship and waited 1 min for them to respond and they say nothing And i said "So No Deal?" and started attacking them

Having said that, this does raise an interesting question, as I put in my first response.
