To: The Kingdom of Gallia: CC IDF, EFL - St.Denis - 11-14-2013 From: GMS Headquarters Subject: Independent Miners Guild Bonjour Monsieurs, With the on-going war with Bretonia GMS is struggling to supply the raw materials demanded by our Industries. We are using every resource at our disposal to try and meet these demands but are failing. We, at GMS Headquarters, would like to suggest using an untapped resource to aid in the war effort. As you know we have the Independent Miners Guild operating within our Territories. They mine valuable resources from the Taus, which we need for our Industries, and sell it to the rest of Sirius. I am sure, somehow, that some of this ends up in our enemy’s hands. They even mine from our Beryllium Ore in Tau 23, when they think we are not watching, but this should be discussed at another time. Our suggestion is that we have IMG sell the ore, they mine, to Gallia. This would have two positive effects; it should then satisfy the demands of our Industries and reduce the chances of the Ore falling in to our enemy’s Factories. If at the same time EFL and IDF Transports can be used to collect the Ores, from IMG Miners, and deliver them to the required Factories, GMS will continue to ship the Ores mined by our Miners. Of course, any spare GMS shipping will also aid in the shipping of IMG Ore. We would also suggest that we ‘pay’ IMG 1000 Credits per unit for Beryllium and 500 credits for Niobium as we don’t want them complaining that we are ‘robbing them’. We require mostly Beryllium and smaller quantities of Niobium so hence the difference in prices offered. I believe that they will be happy to assist our war effort as they live under the protection umbrella that our glorious Navy provides. We, at GMS, would like a Gallic Government Decree so that we can implement this at the earliest opportunity and get the supplies, to our Industries, back on track. I await, Monsieurs, for your thoughts and hopefully a positive move forwards. From the Office of the King, Ministry of Trade Submitter: Thibaulit d'Allemange Recipient: GMS - St. Denis Bonsoir St. Denis, We are slightly surprised that GMS are struggling and it may be that we need to instigate an enquiry to check all is in order, however that is not the most pressing matter at present. Your proposal is eminently sensible in the circumstances. The important element is to keep our industries at full capacity thus guaranteeing our prosperity and victory. The deluded people of Bretonian will eventually be defeated, anything that speeds this up is a worthwhile and added bonus. It is imperative that material from our territory is transported to Gallia for processing. Consequently the Kingdom will be happy to push your suggestion and negotiate with IMG in order to secure supplies. I use the term negotiate rather than demand in a diplomatic context. IMG provide a useful service by acting as a buffer against Outcast encroachment in the Tau systems. Their presence allows our glorious navy to fully engage Bretonian and their pitiful allies. Whilst this is not essential to our ultimate wellbeing it is useful and we do not wish to needlessly alienate the Guild. With this in mind we we will negotiate the best price possible but not exceeding 1500 credits for Niobium and 3000 credits for Beryllium. We would appreciate it if you would give us your expert opinion on these proposed prices. As EFL and IDF are also copied into this transmission it would be useful to have any comments upon the prices from the perspective of a haulier Regardez Thibaulit Signed, Thibaulit d'Allemange Kingdom of Gallia Trade RE: To: The Kingdom of Gallia: CC IDF, EFL - IDF Shipping - 11-17-2013 Bonjour Minister d'Allemagne, bonjour all, from the data supplied there is no reason why we would not be able to transport at the prices quoted. A higher buying price would lead into long term logistical difficulties which would result in a deterioration of our fleet. Regardez Michel RE: To: The Kingdom of Gallia: CC IDF, EFL - St.Denis - 11-17-2013 From: GMS Headquarters Subject: Independent Miners Guild Bonjour Ambassador d'Allemange, The reason we, at GMS, are struggling is due to the unprecedented amount of requisition requests that I have on my desk. These include endless requirements from EFL for materials for repairs to Naval Shipping and New Builds for the War Effort, requests for materials from IDF for major repairs to Glasgow Outpost, the Gallic Junkers for a new Base they want to build in Leeds and our own needs to repair and modify Stokes Mining Facility. Our Miners can only mine so much raw materials and our Shipping Department can only ship a finite amount of materials in a day. So I can quite categorically inform you that everything, at GMS, is in order. The prices that you have suggested, 1500 credits for Niobium and 3000 credits for Beryllium, are indeed a very reasonable suggestion. Our Shipping Department will be able to recoup their costs at these levels. You at the Ministry know better than we, at GMS, the importance played by the Independent Miners Guild within the Taus. We have notice that they do seem to possess Capital Ships of their own, so their usefulness, one would suppose, should not be overlooked. We are glad that the Ministry is taking this seriously and will take the lead in the Negotiations. Bon Chance Ambassador Regardez Pierre St.Denis RE: To: The Kingdom of Gallia: CC IDF, EFL - EFL Oil and Machinery - 11-18-2013 To: Minister d'Allemagne: CC Michel Fournie, Pierre St.Denis From: Pascal Valentin, EFL Oil & Machinery. Subject: Independent Miners Guild Bonjour Mon Amies, I would first like to commend Monsieur Denis for bringing such an idea to our attention. The Independent Miners Guild have proved to be of some value, Little as it is, they act as a good distraction for the minor annoyance we have been known to encounter. The Outcast infestation within the Tau systems that Minister d'Allemagne kindly pointed out may very well be a minor annoyance we can easily overcome, but an annoyance none the less. My security teams have already been deployed within the Tau sectors to ensure that our corporate pilots will remain safe from the inevitable cross fire to come, also my security teams will act as a buffer for the Gallic Royal Navy when necessary, as for the prices quoted, I believe it to be a very reasonable offer and see no reason for us to not initiate such negotiations with the Independent Miners Guild at the earliest convenience. From the Office of the King, Ministry of Trade Submitter: Thibaulit d'Allemange Recipient: GMS, EFL and IDF Bonsoir Pascal, Pierre and Michel, thank you for your feedback and your input, in particular the pricing information. In an ideal world we could work purely on trust however spies are everywhere with infiltrations by our enemies attempted at many levels. The administration linked to the requisition process is designed to provide checks to hamper any corrupt activity. If you have suggestions for streamlining feel free to pass them on. We cannot however afford to have vital supplies siphoned off and used for purposed that will not benefit Gallia. Sadly we have no reason to presume any corporation is exempt from attempts by enemies to get inside information. Remember the IDF/EFL/Solar base sabotage events? Best evidence suggests senior corporation figures, one who has disappeared but they may have had accomplices. We are all busy the Navy has widening borders to maintain, EFL and Solar are trying to build/rebuild infrastructure in our newly liberated areas and IDF spend a large proportion of time supplying Navy forward outposts. We recognise the stresses, it is one of the reasons Kusari and Rheinland trade is being encouraged. We have set up sub-committee to consider an advertising campaign to mobilise a larger workforce. It is possible that if not successful we could instigate a personnel draft into your workforce. I know that the 'wheels of Bureaucracy' grind very slowly but they need to 'speed up' if we are to meet the increase demand of the War Effort. We have extra shifts at our Factories ready to process the raw ores but, without an increase in supply, most of these shifts are just sitting around drinking coffee. Sending unskilled people to Mining Operations will just end up with a lot of dead Pilots and lost Mining Craft. With this in mind we request you speed up the 'Red Tape' and negotiate with the Independent Miners Guild so we use this largely Untapped Resource. From the Office of the King, Ministry of Trade Submitter: Thibaulit d'Allemange Recipient: Pierre St.Denis Bonjour Pierre, apologies for the delay, this was drafted a while ago then passed to a minion for transmission, needless to say they will not be delaying any more messages. With current GRN activity it is all I can do to keep appraised of the situation to see what their actions may have upon Gallic trade. They are enthusiastic but sometimes forget where the materials for their toys come from and bring a lot of bouses to the surface. We acknowledge your concerns regarding unskilled labour so have now sent our "request" to IMG, hopefully this will alleviate your earlier concerns. Please keep the Ministry appraised of the situation in Tau 23. Once the Independent Miners Guild have had time to 'digest' your 'request' GMS Shipping will start hauling the ore. Likewise, I am sure, EFL and IDF ships will also will be 'visiting' them. With this we will be able to supply all the requirements for the War Effort. All Factories are now being put on standby to receive the expected influx of materials. Once again merci beaucoup for your sterling efforts in moving this forward. Regardez Pierre St.Denis RE: To: The Kingdom of Gallia: CC IDF, EFL - Squad - 12-03-2013 Messieurs,
Allow my to formally introduce myself as the representative of EFL Oil & Machinery in these discussions. Monsieur Valentin has taken leave for the time being, but he has brought these communiques to my attention.
Ta servante dévouée,While I am in firm agreement with Monsieur St. Denis's appraisal of the current situation, EFL has a unique position in the Kingdom's war efforts - mainly the provision of craft and their constituent components for repair. While I have no doubt Gallic Metal Service can provide the raw materials we need for construction and maintenance, their issues (and ours) may be alleviated by a change in mined materials. While we currently use Beryllium in most of our operations, the material's brittleness makes smelting and forming a difficult and laborious process. Niobium lacks many of these faults, and tests performed in small-scale are promising. The ultimate end to this discussion being that we believe we can maintain out current manufacturing capacities using less material by moving to a Niobium/Beryllium hybrid-based process. Of course, working with the Independent Miners Guild could serve to quench many of our raw material demands, but it comes at quite the cost. EFL and GMS have had years of experience working together, and our business relationships are quite strong and favorable. Additionally, the import of working with partners devoted to the Crown cannot be understated - something I am not yet convinced the IMG share. To this end, I suggest opening the Niobium mining fields in Tau-23 to the Service. Not only can we meet current demands with less material, but this may relive stress on the Service itself while keeping our funds trading hands internally. Ultimately, should the cost of business rise under a deal with IMG, those costs are passed down to our ultimate contractors - one being the Royal Navy. I would appreciate thoughts or concerns. J.
