My name is Clause Amsel, Director of the Buro. We have met before, though not in any sort of official capacity. I am contacting you in regards of a proposal we, The Buro, would like to make. What I am about to share with you does not involve our governments or trade agreements. It consists simply of operational cooperation and an agreement between our two organizations. For quite some time now, the BDM has exerted a mesure of influence in the Omicrons. We have tried our best, despite a hostile native population and incompetent friends, to maintain a base of operations in the area. While the Military has loaned us the use of a Elbe class carrier, the ship's range itself is still limited, and its endurance is satisfactory at best. While maintaining this task, we have used the time we have spent in the area to map out various locations of interest and navigational paths for future use. I must admit, it turns out one of our scouts found their way into Kusari Space. Quite surprising to us, though the situation was resolved without much trouble. Specifically, the commander of the expedition contacted Kusari Naval Force officials, and requested transit clearance back to Rheinland. The clearance was granted and they were escorted out. This discovery was of relative interest to us, but not of much use as we currently had our hands full with the war against Liberty. The Libertonian conflict, however, has in recent months deescalated. This new opportunity allows us the necessary manpower to resume omicron operations, and gives both of our organizations a new opportunity. We would like to take advantage of this path into Kusari that was found. It is our understanding that the KNF wield a presence in the system known as Tohoku. The Buro formally requests that an agreement be reached between our two organizations to facilitate BDM operations into the Omicrons out of Tohoku. In return for this service, the BDM would gladly offer assistance to any KNF forces in the system of Tohoku itself, including pre-planned operations and maneuvers. This is addition to an offer of a shared intelligence program where the BDM would send copies of any information learned while operating out of Tohoku to Kusari Naval Forces Command. As a matter of fact, anything related to Tohoku system is considered as extremely sensitive by the house of Kusari. Granted the excellent relations our two houses are experiencing, i will elaborate on the issues at hand. Once destined to become a jewel in the limbo, a display of our might and our excellency, the ideal we so eagerly wanted to achieve came to be our biggest defeat, and a shame we still didn't achieve to avenge. Tohoku system became a dangerous environment. So Dangerous we recently moved considerable forces there to maintain our sovereignty. Your request comes at a strange time, just when the decision was taken to exercise a complete lock-down of this system. Thus, the Admiralty would like to emphasize on the following points, that it sees as vital for an agreement to be reached :
That said, the Admiralty would also like to enquire about the stance of the House of Rheinland towards a group labelled as 'The Order'. That organization had been uniting with the group designed as the Blood Dragons, and are therefore considered as hostile to the Republic of Kusari. Since you do claim your organization have been operating in the Omicrons, you certainly know The Order has a strong presence there. Lastly, the Republic founded a division within the Naval Forces to explore the Systems designated as the Omicrons. The Ministry of Defence is as of now ready to discuss about a cooperation between your organization and the 66th division. May your ancestors always guide you. The terms you have presented us with are reasonable and understandable. While I do not have much knowledge of the Tohoku system's past, or the events that therein transpired, the situation itself sounds very similar to the one we are currently facing in Dresden. Seeing as I would ask for the same requirements if the KNF were asking to base out of our own rebellious sector, we respectfully agree to the following conditions as laid out by the Kusari Admiralty. You sate that BDM forces entering Tohoku would be considered guests of Kusari and report to Kusari lawful forces. You also outline that any BDM forces would be operating within the Kusari Naval Forces chain of command. The two previous points make it unclear whether BDM guests would be considered civilian craft for the duration of their stay, or combat ships with the responsibility to assist and defend KNF assets in the area. Either interpretation of these statutes is acceptable to our organization, but I feel it would be best to seek clarification on this point before anything is finalized. You also ask for a report on the BDM's relationship with the group known as the Order. We often encounter these vessels in Omicron space, and so we do know of their presence. The relationship between our two organizations is, however, a highly complicated one. To be completely honest, it seems to change day by day. We do not shoot at each-other and we attempt to placate them when possible. However, they seem to have an infuriating habit of threatening to attack my men whenever we meet and demanding that BDM forces rid themselves of all nomadic cargo least they open hostilities. The Order have also made it clear that no one shall be allowed in what they see as their space, enforcing this claim with crude and unyielding force. We have so far avoided any hostilities with them, however all attempts to gain any sort of compromise with their methods of operation have been rebuffed. After two long years of fruitless negotiations with their leaders, no diplomatic ground has been gained. We are currently finalizing our relationship with them. I have recently sent communications to their leader demanding access to Kusari space and the allowance of Rheinlandic research into nomadic entities in so-called Order space. I do not expect a friendlily response, but it has come to the point where we must forsake our stance of appeasement in order to move forward. I am afraid that without a complete change in their current attitude; we shall be forced to ignore their illegitimate claims and enter direct opposition with their forces. In finality, the presence of a Kusari wing dedicated to exploration of the Omicrons is something I would be highly enthusiastic about. Currently, the Omicrons offer no friends to either of our forces. For every ship the BDM deploys to the Omicrons, there seems to be ten others trying to shoot it down. Corsairs, Nomads, Outcasts, hostile AI, and now it seems even the Order are about to join this class of miscreants. RE: To: Kusari Naval Forces High Command - Kusari Uchugun - 11-21-2013 ![]() Director Amsel Claus, Regarding the clarification you requested, the BDM forces entering in Tohoku would be right away integrated to the Naval Forces fleet operating in the area, and, this done, would be therefore de facto considered as combat assets, under supervision of the Naval Forces Admiralty.
As stated before, said assets would still retain their chain of command, but would ultimately receive their orders from the Naval Forces Admiralty.
Within the bounds of reason. As in it wouldn't make much sense for the Admiralty to force a BDM strike group into complying with an order that would be conflicting with one received from the House of Rheinland's executive branch. Lastly, if the Tohoku fleet wasn't able, for some reason, to exercise leadership over the BDM forces, said forces would be then considered as guests, and therefore wouldn't be able to enforce Kusari laws in Tohoku system. The Admiralty would also like to specify BDM forces will never be allowed to transit via any Kusari system other than Honshu system. As for the Order, your stance towards that organization is noted. While we find regrettable you seemed to have opened diplomatic channels with that organization, we don't expect them to last for long, granted the arrogance its members always displayed in front of us. Last but not least, the Admiralty considers a gathering can be organized between the BDM and the 66th in a few operational weeks, so that the two fleets' personnel could meet and get to know better, which could help creating the synergy vital for any joint operation in desolate space.
