The proposed location of your base has raised quite some concerns, especially as it is built by a individual person unaffiliated with anyone.
We therefore would like to inquire about the specific purpose of this base and what kind of modules are planned to be built there.
It would also help us if you could have some alternative location suggestions, but we believe we will come to an agreement eventually.

Please be reminded that sort of request should be made before any construction begins. You expose your organization to a denial of its requests by not abiding to the procedures defined in Kusari Legal Codex.
That being said, despite this initial violation and the fact this facility is out of the free zone boundaries defined in Section 8.9, the Admiralty has decided to exceptionally grant this request, given the facility belongs to Samura Keiretsu.
An inspection has already been performed on the station.
You are still required to pay the one time fee defined in Section 8.9, which amounts to 80M Credits.
The Admiralty will also enact an additional fee for the two violations cited above, which amounts to 25M credits.
Fees are expected to be transferred to the following account:
